Functions and responsibilities

Specialist Training

To develop the specialty guided by MOH, under the oversight of JCST and in collaboration with SAB, taking into consideration the healthcare priorities and needs of Singapore.

1. To establish the specialist training objectives, outcomes and requirements for the specialty in the context of Singapore. This includes regular reviews and enhancements, where needed, to ensure relevance to Singapore’s needs.

2. To oversee the development of the competency framework for the specialty:

   1. Entrustable Professional Activities (EPAs) for residency training,

   2. Pathways post-residency which specialists may undertake to attain at least Entrustment Level 4 for EPAs where Entrustment Level 4 was not attained during residency training, and

   3. Competencies for progression and further development in specialist practice using an appropriate framework as determined by MOH.

3. To advise or assist MOH, SAB and JCST on the specialist training and development needs of the specialty. Such matters may include (but are not limited to) the following:

   1. Specialist manpower projections

   2. Mandatory cross-cluster experiences for a well-rounded comprehensive specialist training programme

   3. Training priorities and training relevance of programmes for the Health Manpower Development Plan (HMDP)

4. To provide guidance and participate in the selection, and monitoring of residents where required (e.g. selection interviews, in-training examinations and meet-the-resident sessions).

5. To: (a) monitor the progress of residency training by reviewing trainee performance, gathering feedback from residents, Programme Directors (PDs) and clinical faculty; and (b) oversee the implementation of sub-specialty training programmes in institutions accredited by JCST until the last inflight trainee in the legacy training programme has exited.

6. To assist in accreditation site visits.

Assessment

1. To establish the specialty’s Programme of Assessments (formative and summative assessments) aligned with the training objectives and outcomes.

2. To ensure that the development and administration of summative examinations by the appointed Examination Committees are based on the SAB-approved format, and in accordance with the Singapore Specialist Training Standards.

3. To ensure that the summative examination processes are fair and defensible, and results are valid.

Others

1. To assess foreign specialist qualifications and training with regard to equivalence to the Singapore training and qualification for purposes of SAB’s accreditation.
